Guidance and Resources for preparing a RIS or LIA
The OCBR is available to provide advice and guidance for Departmental and agency staff preparing impact assessments – whether a regulatory impact statement (RIS) for a statutory rule/legislative instrument or a legislative impact assessment (LIA) for a Bill.

A new edition of the Victorian Guide to Regulation was released in November 2016. The Guide explains the Government's overall approach and requirements for impact analysis, and is presented in an accessible and easy-to-use format for Departmental and agency staff.

The Guide is supported by a range of toolkits that provide more practical advice on how to analyse policy issues, prepare a RIS or LIA and on other requirements for making legislation and regulation. Further toolkits will be published here as they are finalised.
